How to filter map content location/change color

Can someone help me with how to either change the color on the right hand or delete the points out of the boundary on the left? Someone in IT made the map on the right hand side but I need to change the red to be the maroon on the left. I went into the actual layer and changed the color and added the county boundaries but there is a ton of data that falls outside. Thanks!

Have you gone through the symbology tab for that layer and changed color there? Are you trying to do this in something else?

@AnnBensen  Do you have access to the Analysis tools? If you do, you could use the tool Overlay Layers to clip the points to only those that intersect with your county boundaries

For example, running the following tool will create a new layer with just the intersecting points in it:
