How to determine Title when Points Overlap --

This is hopefully a simple question from a newbe. 

I have a Web Map with many layers, both Feature & Stream.  I have noticed that at times the features will collide in one geoPoint.  How do you define which feature is on top of the stack when this happens?  Can you limit the Title that Appears so that only the title for the top of the layer appears.

if there are label-position conflicts between two or more layers of the web map, only the label at the top-most layer displays.
