How many credits consume just when publish a scne layer pacage from slpk.

I was able to publish the same slpk with my account having publisher role and assigned credits, but the other acccount having publisher role, but not assigned credits, did not do it.  

 

I procedd this step in ArcGIS Online.

Also, I captured the network traffic and it shows me the error message below.

From this behavior, it is requred to being assigned credits, but these documents does not refer to credits in this situation.

I tested the same flow in ArcGIS Pro, but the result is the same as in ArcGIS Online and these documents of Pro do not refer to credits, too,

Credit allocation is required when making a tile cache in ArcGIS Online, so it may the same as when publishing a scene layer from a slpk.   

"For example, with tile layers hosted on ArcGIS Online, there is no option to set the minimum and maximum number of instances of the service, because Esri handles the service scaling for you."

You will have credits required for the hosting of the 3D layer and the package which falls into 1.2 credits per 1 GB stored per month, calculated hourly.

Yes, 3D layer and slpk consume credits 1.2 credits per 1 GB stored per month as "data storages".
Other items are able to been published with non-credits-allocated users, so I'm curious this behavior that only credits-allocated users are able to publish 3D layer from slpk...

I checked credits cunsumption, but it seems to me that credits were not consumed just when publishing slpk.I wonder if a little bit credits are consumed just when publishng 3d layer from slpk.

3D scene layers and slpks are not reffed in detail in ArcGIS Online resources, so they are annoying me.
