Hosted Tile Layer Publish Issues

Hello,

I have a question regarding an issue that popped up after publishing aerial imagery as a hosted tile layer.

I received a tpkx file from our vendor, uploaded the document to ArcGIS Online, and selected Publish.

It processed for a bit and completed the task...or so I thought.  I checked the tile details to see how much space was being consumed and noticed that three of the scales had not been processed at all (1:282, 1:141, and 1:71).

However, when I add the layer to a web map, all scale ranges are available.

Has this kind of thing happened to anyone else?

Can I still use this tile layer without fear of any issues in the future with seeing "all" the scale ranges?

Is it safe to add to my basemap  gallery?

I'd rather not make the tile layer public and add it to my basemap gallery only to find out later something is wrong.  I've republished this several times, with exactly the same results.
