For some reason exporting from ArcGIS Online is taking a very long time to complete or is hanging. The feature layer only has 250 records, so I don't think it has anything to do with size. Has anyone else experienced this?
Are you still running into this? Is it only this Feature Layer or others in your organization too? Does it fail to all formats or just Shapefile (in the screenshot I notice you have GeoJSON as the output).
