Does the esri Clarity Imagery work as an offline basemap?

Does the Clarity layer (as a basemap) not work with web maps offline in Collector? If I choose the regular esri imagery layer as my basemap, the webmap can be set for offline use. If I choose the Clarity basemap, the offline capabilities go away. What am I doing wrong?

Currently this does not support export tiles. On the layer item you will see a note in the terms of use that export is not supported

"Export: This layer is not intended to be used to export tiles for offline."

Indeed.  Thanks Russell.  Not only is it "not intended" to be used for offline it's not possible. Drat.
