Change to Limit Usage functionality?

I previously successfully used https://support.esri.com/en/technical-article/000017029 to setup selective security for a public facing webform. This allowed us to share the original service only with the organization, but attach this new "second" service/link to an app shared with everyone, so anonymous users can add records without seeing old ones. 

With the recent upgrade to AGOL, the Add Item from the Web in step 3 is no longer available. I can still create a link to the URL, but it doesn't necessarily prompt me to save credentials. More importantly, the created "second service" does not contain the Limit Usage section at the bottom of the Settings tab, so it doesn't create any advantage. 

Is there a new way of accomplishing this? I'd hoped this might be the purpose of the Public Data Collection checkbox, but that doesn't appear to be the case.

I discovered a slider controlling that option is present; it was just too faint for my eyes to see.
