Can't select layer details (grayed out) - Can't edit symbols - Time enabled?

Hello,

I am trying to create a webmap using the file below.  I zipped a shapefile that is "time enabled" and added it. 

The file loads fine but I can't view the layer details, edit symbology and the timeline feature doesn't automatically pop-up (as I understand it should with a time enabled shapefile?).

Time is not supported on shapefiles. There is no standard definition of time for a shapefile. Time is only supported on map services that have time enabled layers in the service itself.

For shapefiles, you change the rendering of the entire layer, not a feature at a time like a Map Notes layer. In the TOC, click the little arrow next to the name of the shapefile and click "Change Symbols"

Ah, I did not realize that time was only supported in map services.  I do not have access to ArcGIS Server. 

As far as the symbology goes.  I could click the "Change Symbols" tab, but after that the pull down menu to choose what attribute to symbolize the layer with would bring up nothing...  It was as if it was not loading the attributes of the layer, but when I selected it point, the pop up showed all the attribute data.

I loaded it today though and everything works fine... Not sure what the issue was I guess..
