Can I build an ArcGIS Online web app to collect polygon data from the public?

As an organisation we have access to ArcGIS Online. We would like to create a web app that displays some of our data about soil and invites members of the Public to add their own data by creating points and polygons and filling in a variety of attributes.

I see that this is possible using GeoForms, however, it is not possible to update existing records with new information. Are there any suitable alternatives?

Ideally the app would allow us to verify the quality of the collected data before merging the changes with our own source data. Any clarification on how this works would also be appreciated?

simplify your thought process down to creating points and then using Survey 123 to collect inputs from the peoples.

Thanks for the advice Robert. 

I solved this problem by creating an ArcGIS Online StoryMap and embedding an GeoForm in it, which can capture point data.
