Best way to make a 3d Interactive Globe that feeds off data Table ?

Hello, 

Im exploring ways to create a interactive 3d globe that feeds off a database. Currently looking at ArcGISonline - but I'm not sure if its quicker or easier with other ESRI products. Eventually aiming to publish this on a web page

Ideally what I would like to be able to do is :

- User's Map position filters event locations

- Have a timeline slider that again filters data set

- Combo of above populates a sortable table  on page

- Events that are 'past' have their icons greyed (or less intense colour)

- Icon sizes change according to a choice of data

- Icon colour changes according to another data point

- Mouse over an icon brings up primary information

- Selecting an Icon populates a more detailed table elsewhere on page

- The more detailed table has links to social media - and allows use of icons I/o long links

- Ability to search events by 'tags", with ability to have more than one tag selected

Eventually may have up 5k events - although only 300 atm.

This page has is a very good example of main gist of what I was thinking of. Although doesn't have the finer zoom capability - and is programmed

 I have looked at Tableau - though the version I was using seems a bit slow. Similarly ArcGIS online seems not as 'instant' as I expected. Wondering if the pro version would make a difference.
