ArcMap Error: the request was aborted: could not create ssl/tls secure channel

Some users in my organisation are forced to use Arc Desktop 10.4 due to a dependency from other software. We are looking to move them to ArcPro but it will take a few months before we can move them.

In the meantime I am trying to resolve an issue all users who are using ArcMap 10.4.1 are having. Initially users were unable to sign into ArcGIS Online from 10.4.1, the option is greyed out. When I viewed the  Managed Portal Connections in the Advanced Settings in ArcGIS Administrator I noticed the URL for AGOL was http, when I added a connection to AGOL using https and connected to it the option to connect to AGOL through ArcMap is now available. When I sign in and try access any data or add a basemap I get the following error "the request was aborted: could not create ssl/tls secure channel".

Things I have checked:

  • TLS 1.2 is enabled in internet settings.
  • Laptop can access internet no problem including AGOL through browser.

We have other users on newer version of ArcMap and ArcPro and they do not have any issues with basemaps from AGOL.

Any one have any other suggestions to try? I realise this is an older version of ArcMap so I am not sure if there will be a fix but wanted to try anyway.

That article specifies that 10.4 is the earliest release that can be supported, there are additional details in this SSL/TLS platform briefing.

Thanks for the suggestion, this has resolved it. We can now add services from AGOL to ArcMap.
