Should be a fairly obvious answer here, I created a Custom Role named GIS_Tech based on the Publisher role but with an added privilege of Update & Invite Members . When the role was assigned to a user and he logged in there does not seem to be a way to exercise this privilege.
As the Administrator I see the various choices under "My Organization", one of which is "Invite Members", the GIS_Tech role has none of these options.
Obviously I am missing something here.

Under Administrative Privileges, Members, you also need to check View All. If you select Invite, View All gets checked automatically. Perhaps it got unchecked...
