There should be a "remove all filters" type of button in ArcGIS Online webmap UI or Apps UI. This type of button would serve two purposes; (1) it would allow users to determine if there is a filter set on their webmap and (2) it would allow users to click one button to revert the map back to showing all data without any filters set.
