Manage zoom scales in Clustering

In Map Viewer Beta it would be nice to be able to control and configure the zoom scales with clustering. 1.) Control at which scale the cluster explodes to features and 2.) ability to make the "zoom to" button in the cluster popup actually zoom to the scale/extent in which the clusters explode. This would reduce the amount of clicking for end users trying to quickly zoom to features within the cluster.

We are working on improving the zoom to functionality for the cluster and move away from the zoom to - one level down on the cluster. Depending on how the cluster radius is authored means though you could still zoom to a better scale and most features will be displayed but there could still be some smaller clusters present if it meets the threshold of the cluster radius.
