Improve Symbol Levels in ArcGIS Online

When I set symbol levels in a service and use that service in an AGOL map, the symbol levels are ignored or applied at random. Either create an option for symbol levels in AGOL, or improve the application of symbol levels from services. Currently, I would have to have 4 polygon layers, ordered appropriately, instead of 1 layer with 4 polygons ordered by symbol level.

the functionality as described here, doesn't exist for Portal? Or is it only for ArcGIS Online?

There is no "order by" drop-down menu...maybe I am not using the absolute latest version of Portal? Whatever...in any case - it's 2024 and this is just ANOTHER of the hundreds of UX and UI tools and functionality - that are not implemented in ESRI's suite of web products over the past decade.

I am convinced ESRI don't use their own products - because if they did, the web mapping experience would more closely reflect the ArcGIS (Pro) experience in terms of available tools and functionality for cartographic purposes, as well as basic UI and UX improvements, e.g. to their themes which have not been improved beyond a high-school project level.

Virtually every web app I've ever created with ESRI has included me googling an issue and finding the same question in a forum - from 2016 or something - I just have to shake my head and come up with some workaround or apologize to my staff and say "sorry, it's an ESRI thing". It's 2024 guys. 

I hope someone from ESRI reads this and takes this as constructive criticism rather than a rant. We are all frustrated.
