Fix Issue with 'Over Zoom' in Dashboard

When using map actions that have 'Zoom To' in Dashboard, the feature that you're zooming to often time gets truncated by the map frame. I suggest either a default 'zoom to' that has a buffer of ≈ 5%, I think would solve this issue, or giving the cartographer the option of choosing a zoom buffer percentage would be ideal.
