In ArcGIS Online web map layers fail to display if the basemap is not accessible. This means that people have to recreate their web maps from scratch. There must be another solution where basemap does not have such a huge influence on displaying web map layers, so that in case the basemap is not available, layers would be displayed on default basemap.
