Allow Creator user types to use custom print layouts in ArcGIS Online

The recent addition of custom print layouts in ArcGIS Online is great and solves the headaches of using custom print services in server or portal, however in beta it is only available to Professional or Professional Plus user types.

I think the custom layouts should be made available to creator user types as majority of users would only need a creator user type at most to carry out their day to day tasks, and are also most likely the ones printing to pdf, as a professional is more likely to use their desktop GIS. Think of the planning engineers, development assessment officers, field workers, customer support staff on the front desk.

Our situation is we are under a small local government licensing model and don't have Professional user types, however, all of our users are creators or field workers and print from our online maps regularly.

This would also reduce the need to use a custom print service running in ArcGIS Server/Portal.
