Large enterprises may have accounts in ArcGIS online for the sole purpose of site, usage and license administration. ArcGIS online should allow Admin accounts to be created that have no product entitlements but can have the Administration role assigned to them.
Fully agreed, this post is from 2022 and it's still an issue now.
All of the other software in our organization allows for an administrator account without using a user license.
I'm experiencing the exact same issue in our organization. This enhancement request is highly relevant and addresses a real need for large and small enterprises.
In our context, we also need dedicated administrator accounts solely for managing licenses, users, and general ArcGIS Online organization administration, without requiring access to the products themselves.
Currently, we're forced to assign product licenses to these administrative accounts, which:
The ability to create Admin accounts with only administration rights (without product entitlements) would enable more efficient and cost-effective management of our ArcGIS Online resources.

I am an Account Manager for small to medium sized businesses in AEC at Esri. Many of my customers would like this functionality because their IT team, whether internal or a contractor, does not use ArcGIS but needs to have administrative privileges.
