Enhance/add functionality to WebMap security settings to limit adding layers & other contents to a WebMap to only Owners and Administrators. This functionality will be similar to the one available in Group settings. It can be setup as follows:
Who can contribute contents to the web map?
Checkbox - Only Owners and Administrators
