TensorFlow removal

Support for TensorFlow will be removed in the following releases. 

  • ArcGIS API for Python 2.4.2 (October 2025)
  • ArcGIS Pro 3.6 (October 2025)
  • ArcGIS Enterprise 12.0 (November 2025), including ArcGIS Notebook Runtime 13.0
  • ArcGIS Online (February 2026), including ArcGIS Notebook Runtime 13.0

This also includes removal of the following related libraries and dependencies.

- keras
- onnx-tf
- neural-structured-learning
- tensorflow-addons
- tensorflow-estimator
- tensorflow-hub
- tensorflow-model-optimization
- tensorflow-probability
- tflite-model-maker

Over time, TensorFlow support for the platforms ArcGIS supports has been reduced.  For example, native CUDA support for Windows was removed in 2022 at the TensorFlow 2.11 release, and in 2025 it took nearly 11 months from the Python 3.13 release to support that version of Python.

As a result, we recommend migrating any TensorFlow dependent code to PyTorch to remain in sync with the shifting deep learning landscape.
