Most vegetated cycle route

Hi, I am working on a university project that involves finding the most vegetated cycle route through Christchurch city. It very similar to the Cycle Vancouver project. I haven't found a good vegetation layer to use in arcMap and was wondering if there was a way to create one from an infrared aerial photo using a NDVI  and using it in arcGIS. If there is someone who has done this before or can offer advice that would be great.

This forum is about using Network Analyst. You can post about getting the NDVI layer in the http://forums.arcgis.com/forums/35-Imagery-and-Raster-Data which I think will be the best choise. Thereafter you would need to assign the NDVI value to each road segment in your cycle network (which will represent the cost of traversing each link):
