We haven't done any testing for this configuration. It might work, but is definitely not supported, nor being promoted by Esri.

In order to go to ArcGIS Monitor 2023 from a previous installation, can one simply install the new files as an upgrade, or would one need to uninstall the previous installation and then install ArcGIS Monitor 2023?

ArcGIS Monitor 2023 has a completely different architecture and internal framework compared to Monitor 10.8.1, because of this - there is no direct upgrade path. Sorry.
