I recently upgraded to ArcGIS Monitor 2024.1.1I had three ArcGIS servers (stand alone) that I had average response time analysis set up on and seemed to work just fine. After upgrading though two of my analysis line charts (photo attached) seem to either be having trouble retrieving data or the monitor agent isn't running correctly on those servers. I have bar charts set up for number of requests and those seem to be working. In the monitor logs I have several E_Observer_failure errors but they are all for my ArcGIS Monitor Server machine.

Can you please try and re-start the AM Agent services on their respective host machines?
Just curious: what release of ArcGIS Enterprise are you seeing this behavior on?
I've seen similar behavior when Monitor is collecting data from an Enterprise 10.9.1 site, but it's been very inconsistent and hard to reproduce.

I restarted the arcgis Monitor agent on both machines but that didn't have any effect. The top seerver site is a 10.9.1 while the second is an 11.1 site. The 3rd server I have that is working is also an 11.1 site.

I have the same issue. Running Monitor 2024.1 and Enterprise 11.4.

Can you both please open a case with Esri Tech Support so they can take a closer look? As I mentioned, I have seen this behavior before (only with Enterprise 10.9.1 sites), but it was intermittent. We were unable to consistently reproduce this behavior - so I am hoping Support can document your respective environments. Sorry.
EDIT: After discussing this thread with a colleague, in @ChrisRobinsonCOF's case - he thinks the behavior in the screenshot provided is expected.
The serial charts shows time periods of "empty" average response time, which suggests there are no responses being sent (likely because of no requests), in which case, the average response time for these same time periods would also appear "blank". Monitor does not show a value of "zero", but null data.
For @ChaseBarnard's screenshot - we're unsure if the requests received serial chart is showing the same web services, as those in the average response time chart. Maybe you can double check if you might be seeing the same behavior as described in Chris' case?
