How Can I Get Exact Time of ArcSocs From Observed At Column in Chart

Using ArcGIS Mon 2023, I am trying to get the exact incident time of all ArcSocs that are bigger than 130

But when I create the Chart it is giving me the Rounded hour time instead of the exact incident time

Here is my Chart setting

Can someone please let me know how I can get the exact time of Observation (at least in the pop up) instead of these rounded times?
