ArcSOC Optimizer - Does it require simple passwords?

When I set up the ArcSOC Optimizer task I am getting the error message "Token is NONE. Check ArcGIS Monitor user credentials user=Site". 

We have triple checked the Site credentials in the ArcGIS Monitor Credential Store. The Site password has special characters in it. I tried a test, changing the Site password to something simple (with just characters and numbers). This change will allow the test to succeed.

Has anyone experienced this? Is this a known limitation that the ArcSOC Optimizer requires the Site password to be simple?

I have seen special characters cause problems.  I recommend resetting the "Site" password so it does not contain special characters.
