ArcGIS Monitor 2025.1: Service metrics not being collected

After upgrading to ArcGIS Monitor 2025.1, the service level metrics are no longer showing for any published service (hosted, map, image, etc.). I checked the observer logs and there are pages of warning logs saying "failed to determine ArcGIS Server license expiration". My ArcGIS Server license is permanent, so technically there isn't an expiration date.

Anyone else seeing this issue?

We are seeing this exact same issue, have tried many a remedy at this point and nothing seems to be making it work. I have tried thus far: 

Clean out the statistics folder for the server
Remove all usage reports
Clean install of monitor server + agents
Checked ports
Checked communication between server

Editing my reply: 
It absolutely seems to relate to licenses that never expire, because I have observers on our ArcGIS Portal (11.5) as well which has expiring licenses and those work like a charm. I am guessing this is a bug that needs patching?

@AdministratörHolmen - If you haven't already, can you please open a case with Esri Tech Support?

We are actively investigating this issue, but we're unsure if this has to do with the permanent ArcGIS Server license file or something else.

@DerekLaw I have submitted a ticket, but as I am based in Sweden my cases go directly to ESRI sweden first and I have to ask them to send it to you guys, hopefully it can happen relatively soon.

I’m experiencing the same issue and submitted a ticket this morning. One thing I noticed is that the licensing inside ArcGIS Monitor still shows as version 2025.0, even though all of the new 2025.1 features are available. I’m not sure if this is because it’s still using the same licensing file or if something else is causing the mismatch.

This is interesting.  I used my existing 2025.0.x license file as well, and am experiencing the same issue.  If anyone grabbed a new license file and their stuff is working, please post here.

I grabbed a new file because we were still in 2024.x so mine is as 2025.1 as it can be I guess. However, it does say 25.0 in the license tab on the server, screenshot attached. So it should not be related to license, as my monitor is not working either.

All:

1. FYI, ArcGIS Monitor 2025.1 uses the same license file as Monitor 2025.0 - there was no license file update. This issue does not relate to the Monitor license file.

2. As far as we're aware, this issue only affects customers who have a perpetual ArcGIS Enterprise license file (it does not matter which release). If you have a term ArcGIS Enterprise license file, you are not affected.

3. We've identified the issue (based on the Tech Support cases) and the team is working on a fix. We think it's just ArcGIS Monitor Agent that needs a fix. 

Apologies for the inconvenience on this regression.

I will update this thread when I have news to share.

Hi @ALL ,
This is absolutely a bug as when changing the license belongs to ArcGIS Server to a one which has an expiry date the observers start and the metrics start to come in. I have tested and verified it .
