ArcGIS Monitor 2023 Register Windows Host Issue

When registering Windows Host on the new ArcGIS Monitor 2023, the connection cannot pass. The  error message says “New-CimSession: WinRM cannot complete the operation. Verify that the specified computer name is valid, that the…”. The HTTPS port 5986 of the WinRM has been opened. However, when monitoring the TCP connections in the Resource Manager, it can be seen that “powershell.exe” is calling the remote port 5985 which is the HTTP port for the WinRM. Due to the security concern, HTTP port cannot be opened in this environment. Is there any way to force ArcGIS Monitor use HTTPS protocol to connect to Windows Host?

ArcGIS Monitor can monitor its own host, which suggests highly likely the above issue is caused by networking.
