How to share S-57 cell as ArcGIS Server map service

I could open my S-57 cell in ArcMap with S-57 viewer and publish it at ArcGIS Server 9.3.1 as map service. 
But I can't publish it now with ArcGIS Server 10.1 (error code 0006 Symbols unsupported).

How can I share my S-57 as map background for my web applications?

Hi Oleg,

At 10.1 ArcGIS Server discontinued support for custom renderers.  The Esri S-57 Viewer uses custom renderers to display S-57 datasets using S-52 based symbology. 

To publish you REST or OGC WMS services you can email maritime@esri.com and enquire about the Maritime Chart Server.  The Maritime Chart Server technology is a Server Object Extension built on ArcGIS for Server starting at 10.1.
