When I click to configure the zone lookup app here https://www.arcgis.com/home/item.html?id=8f483bc1de854f7783495ffe96ef1ea8 if I am signed into my organization it returns to my home page.
I can't find a way of configuring the app since it is not in my list of apps. How can I configure this app?
In the link that you have posted, there was a recent update to the item page, where the 'Create a Web App` button was added if you are signed into an account. By clicking on that button, you will be directed to the Zone Lookup app's configuration experience where you will be able to configure and publish a Zone Lookup app.

I found this helpful If your organization has configured custom galleries<https://doc.arcgis.com/en/arcgis-online/administer/configure-site.htm>, you may not see these same app templates.
In my case I had a custom 3d party app template that I had configured that was causing issues I went to my organization settings and reset the app settings to use defaults and that solved my problem.
