For a given public notification, we would expect to use a common area, but might need to pull from different layers. The interface currently focuses on the lists as separate entities, but a solution that makes a selected area reusable would be more efficient and more accurate.
Use case: we commonly need to pull from addresses (points) and parcels (polygons) for the same occasion. Both lists are intended to represent the same geographical area, which requires our users to perform a complex selection in one layer, then try to repeat that selection in a second layer. It would be more efficient to allow the users to create a list of parcels, then use that list to capture intersecting address points.. Having the parcels list become available under User Layer Features would be one way to address this.
