Tiled Imagery Layer not available in Portal after setting up image server

Dear community members:

Our library is trying to build a new ArcGIS Server and Portal for ArcGIS. After our IT setting up the image server, I noticed that it did not have the Tiled Imagery Layer option to create imagery layers. It just jumps to the configure layer. I tried to create an imagery layer, and it seems that I can only create a dynamic imagery layer. Our library IT does not know which configuration could control this. May I ask if anyone know how to change the configuration in ArcGIS Server or Portal to enable the Tiled Imagery Layer option. Thanks.

Tiled imagery layer option is only available for ArcGIS Online. ArcGIS enterprise does not have this option.
