Issue trying to sign in and create my Open Data Portal

Hi, 

I have a problem when try to create my open data portal. I have an admin role and all permisions enable but that show me an error like "You can't access here, please contact an admin"

Can you help me?

I reviewed all options in "My Organization" and Open Data groups.
