I've set up information banners under Security, and they display correctly on ArcGIS Online. However, when I go to My Workspace > Site Display Defaults, it says that no banner is configured. Did I miss something? Or is the Hub banner different from the organization-wide settings?

I've tried this on my side as well and I'm getting a similar problem. Looking in the console, it appears that there are failing requests to the ArcGIS AWS instance and hub sites due to CORS requests. I'd reach out to Esri support and inform them of this as this happens on Chrome and Firefox with me. I'm also seeing this:
