How do we reset indexing & download caching?

We continually have issues with data downloads not working. One "solution" in the past has been to reset the indexing or data cache (though that often doesn't actually fix the problem). This was accessible through the Data Manager. Data Manager appears to no longer exist. The documentation has not been updated Data manager—ArcGIS Hub | ArcGIS .

Where do those download cache and indexing reset buttons now exist?

How do I reset download cache?

I have been told the Data Manager (which is where download cache is reset, set to manual, or set to automatic) no longer exists. Is download cache still in-play in ArcGIS Hub?

Does download cache no longer exist (everything is dynamic)? Is everything always cached and re-cached automatically?
