I have a public ArcGIS Hub
I have a hosted feature service on ArcGIS Online

And the ability to export is disabled
When I open up in Open Data
The option to download is present. - is this thie right setting to disable downloads?
I have been testing with other sites and have seen conflicting results

Apologies for the delayed response, but if you want anonymous users to be able to access a map of your data but not download it, then our recommendation (as Daniel noted above) is to add the data to a map and share that map publicly as well as to your open data group. The end result would look something like this: https://hub.arcgis.com/datasets/59313e3bbcd04e26a6a18cb779fea976
How would you be able to display maps without sharing data (where data can not be downloaded via ArcMap -Desktop)? Is building a WebApp the only option to get this permission configuration?
Like Amanda, I need to make maps visible, but keep the data on lock down within my organization.

Downloads are not available to the end user if you add the data to a map and then share that map to your open data group, as has been done here: https://hub.arcgis.com/datasets/59313e3bbcd04e26a6a18cb779fea976.
To my knowledge there isn't a way to download content from a Hub via ArcMap Desktop, but if you're referring to ArcGIS Online then the typical sharing model applies: data that isn't shared publicly will not be drawn on a public map unless a user is authenticated. That said, unless you enable export on the service (or share the data to the open data group) then anonymous users shouldn't be able to download the data even if it is shared publicly.
As an example, this is the dataset that I added to the map linked above: http://dcdev.maps.arcgis.com/home/item.html?id=14b1b24633484e1685fd9ce24d8c2257. Note that downloads are not available even though the item is shared publicly.

I tried this trick of creating a map from a feature layer and only sharing the map with the Hub group and it appears to work well. One caveat is that initially I had identical names for the feature layer item and the web map item and this resulted in the hub displaying the feature layer (with the download button) which is exactly what I'm trying to prevent. I looked at the network trace and could see the Hub doing some some sort of search by name and getting both the map and feature layer returned. Altering the name of one of the items fixed it in that the search only returned the map item.

I have the same problem as John, I would like to know if there has been any update or if the only workaround remains to include the layer in a Web Map.
