New to Mobile Apps

Hi,

I'm new to the world of Mobile apps. I've worked on a few Web apps for my town and tried to view them on my phone but there not very usable. Does anyone know whats an easy way to start developing simple mobile apps that can be viewed on both Apple and Droid products? I'm looking for something pretty simple and out of the box that I can just add my services to. I've looked at ArcGIS.com but we are a small place and I'm trying to not pay for anything extra.
