Deployment not accessible to Site Owners

I just installed "ArcGIS for SharePoint" and deployed to all site farms on our sharepoint server.  When connected to sharepoint as the farm owner I see "ArcGIS for Sharepoint" in Site Settings but when logged in as a site owner I don't see the "ArcGIS for Sharepoint" options in the Site Settings.

I've checked that the deployment is enabled and everything seems fine.  What am I missing?
