I'm guessing the credentials are cleared out for some users and also in a private browser. Could you please try to sign in to your portal first and view the report? Please let me know if this doesn't work. Thank you!

Yes, I tried that, and it didn't work. I found the issue causing my problem after working with an ESRI representative. The issue was that after setting the imagery layer and the web map the imagery layer was linked to create our custom basemap to public, then validating it in PowerBI, the validation passes for the basemap with all green checks, and then I save it. When I try to view the map, it works. Even once I set the imagery layer and web map back to the sharing status of 'Organization' in Portal, it works. But this is not a good solution because: A) Our items in the portal can't be shared with the public. B) I can't set those two items to public, then save it in PowerBI and set it back to 'Organization' every time someone creates a new PowerBI report that wants to use our custom basemap imagery as the basemap.
This used to work just fine about three months ago when our items were set to 'Organization'. Please advise, ESRI was able to replicate this error too.

Could you please add more details about your problem? Are you able to view the map after signing in to the Enterprise portal?
Yes, we signed in to AG Enterprise in a separate Power BI map window, after which the original Power BI map window started to work. However, we don't think this is an optimal solution for our Power BI end users.

Did you try to sign in Enterprise in the Edit mode in Power BI and then go back to the map with the blocking page?
