Hoping someone can clarify.
I'm working on a project that's utilising both ArcGIS Online and Power BI. The end-product will be Power BI dashboards with layers/content/maps embedded. As the title says, I'm looking for clarification on whether end-users of these dashboards need an ArcGIS Viewer license to view and interact with the ArcGIS maps within said Power BI dashboards? The content made in ArcGIS won't be made public.

Private content from your ArcGIS organization needs a valid ArcGIS Online user account to access. See 'available content' in the above link.

Thanks for the response.
That makes sense. However, I'm not sure what is meant by "a valid ArcGIS Online user account." The comparison matrix says "ArcGIS users in your organization with valid, established user credentials and privileges (users may need to sign in)". But does this mean users need a Viewer license to see the content, or does it mean users can just sign-up to ArcGIS Online for free and be able to see the content?
