does end user need arcgis online licence to see Map on Power BI Service?

I have created Report using Power BI desktop which include Arcgis Map visual. I used Arcgis online login ( personal licence created using my work address) to create layers in Arcgis Map visual. when I published report on Power BI service, End user not able to see MAP and error coming for login to arcgis online. I have not published layers yet. 

My question is  that does end user need arcgis online licence to access Map on Power BI service which I have shared with them?

Hello there!

The end user should not be required to login as long as does not have a layer that requires a login. Eg custom basemap that is not public, or ArcGIS reference layer that is not public. 

If the end user is reporting that they are being asked to login, check for secured layers and then have them clear their cache. Its possible there's artifacts from an older release that need to be cleared out.
