Stuck on Portal step even though I want to use ArcGIS Online

When clicking on Add Map I get this message.

No Idea what la.arcgis.com is.  I do not want to hook to any portal I just want to use ArcOnline.  I tried all kinds of URLs with no luck.  On 2021 v still.  I have not seen this error before and it is not on any searches.

When we install ‘ArcGIS for Office’ (A4O), in the Excel Backstage (click on the File menu -> ArcGIS), by default (out of the box), the resource file is set to https://la.arcgis.com (ArcGIS.com), and resource files for A4O get fetched from the ArcGIS.com.

After trying all the different URLs - I feel the ‘ArcGIS for Office’  (A4O) configuration file for Excel corrupted.

All the Excel file configuration URL information gets cached in the ‘ArcGIS Map’ folder in this location - C:\Users\<user_name>\AppData\Roaming.Please remove the A4O cache folder and see whether it helps.

Here are the steps to remove the A4O cache from the machine  - 

1. Close all the open Excel on your machine. 

2. GoTo ‘C:\Users\<user_name>\AppData\Roaming' Location on your machine. Delete ‘ArcGIS Maps’ folder (this will delete the A4O cache from your machine)

3. Open Excel -> select ‘ArcGIS’ menu -> select ‘Add Map’ , and see whether clearing the A4O cache helps, and the ‘Sign-in to ArcGIS’ windows gets opened.

I assume you have ArcGIS for Office (A4O) 2021.2 build installed on your machine. Please run this URL in the browser and send us the response on the page – this is to check we could access the ArcGIS.com (la.arcgis.com) resources files from the machine where ArcGIS for Office is installed - https://la.arcgis.com/office/2021.2.0.277/excel/index.html

If you are able to install software on the machine where ArcGIS for Office is installed, something like Fiddler (Free web debugging tool https://www.telerik.com/fiddler) would help to debug the issues you are suffering.

1. Open Fiddler -> GoTo Tools -> HTTPS -> Check  ‘Decrypt HTTPS traffic’ option.

2. Open the Fiddler if not opened. Open Excel, change the URL to https://la.arcgis.com, and see if any errors are posted in the Fiddler.

In my machine, in the Excel backstage (Go to File -> ArcGIS), I have ArcGIS Enterprise resource files path is set.

When I changed the resources file path from ArcGIS Enterprise to ArcGIS.com (https://la.arcgis.com), I noticed a message that ‘ Resource file location updated to https://la.arcgis.com’ is displayed.

And in the Fiddler, I received HTTPS 200 success code for connection to la.arcgis.com. But in your case, you will see some errors.

I clicked on your index.html link above and got this message.  Tested both on and off VPN and its the same.

Fiddler is a big no no here as it is gvt.   

I am trying to get 2022 approved to install.

Let me know if there is anything else I can test.

I was able to get 2022 approved and installed but same issue

Could it have anything to do with the two different installs?  I think there is one for AGOL and one for Portal.  I want the AGOL one but not sure which one our IT got since I do not get to see that.  What should this part be?

Been working with IT but cannot figure out if AGOL and Enterprise are two different installs?  I wish there was a list.

Any more ideas?

There is one install for ArcGIS for Office (A4O) and another one is for A4O Portal Resources For ArcGIS Enterprise (this install is more about installing A4O resource files on the ArcGIS Enterprise platform). We could check the Control panel to figure out whether ArcGIS for Office(A4O) or A4O_Portal_Resources_For_ArcGIS_Enterprise is installed on the system. Since you are not interested in connecting to ArcGIS Enterprise from ArcGIS for Office, you could skip installing A4O Portal Resources for the ArcGIS Enterprise part.

Suppose we installed ArcGIS For Office 2022.1 on the local machine, open Excel, we would notice that 'ArcGIS' tab is added to the Excel Ribbon. Click on the 'ArcGIS' tab -> Add Map -> Sign-In Window will open.

After the installation, we could check one more thing - In the Excel backstage (File -> ArcGIS), if we check, ArcGIS for Office (A4O) Resource File URL is set to "https://la.arcgis.com" (AGOL). When we select the 'ArcGIS Online' option in the above 'Sign-in to ArcGIS' window, then in the Excel backstage for ArcGIS, the resource file URL should be set to "https://la.arcgis.com".

This all looks the same with what I have expect I get an error right away.  Sorry I a tech guy but I am out of ideas.  I checked with my IT also and no one has any idea.  Not sure what else to try since I just get that error right away.  I can ping la.arcgis.com fine.
