Affordable and compatible phone models for field data collection

Hello, I am looking for suggestions or recommendations for affordable phone models that can be used in conjunction with either Wi-Fi or a mobile hotspot to be used for data collection using Field Maps, Survey 123 and other similar Esri applications. 

The goal is to provide several non personal cells phones for GIS contributors to engage with data collection in the field using existing Wi-Fi or a mobile hot spot for under 500 dollars total. 

If anyone has experience or suggestion for specific phone models I would appreciate it.

Hi Katharine, I originally tested Android Tablets for data collection and had terrible functionality i.e. slow to load, slow to render, bluetooth connectivity issues, etc. Switching to iOS made a world of difference.
