Allow the collection accuracy requirement to be different for different layers within a map. Would be best to set the accuracy requirements at the feature service level, or differentiate between feature layers and map notes.
An example scenario: A utility field worker is collecting missing assets. If their GPS does not have sub-foot accuracy, they cannot collect utility assets. However, a different layer for QAQC or map notes should be allow collection so the field worker can create a request to add the asset in desktop or with a more powerful GPS unit at a later date.
