Allow users to save changes to layer visibility in the app

It would be helpful if users could save custom layer visibility in their maps. 

The web maps we put out are used by a wide variety of field workers. We do our best to set default layer visibility in the web map to satisfy the needs of the most users, but we still have teams who need to customize visibility beyond what we set as the default. Right now, that means every time they open a map they have to spend the first minute or two opening the layers pane and turning layers on/off to adjust for their needs. Add that up over hundreds of users multiple times per day, and it amounts to a lot of wasted time (and annoyance). 

We would like users to be able to save those layer visibility settings if they differ from the web map, if not permanently at least for a period long enough that they don't have to redo their settings multiple times per day. It would be great if there was some sort of 'remember these settings for __x__ hours/days' button at the top of the layers pane. 

In downloadable maps, the ideal situation would be that users could set visibility in the layers menu on the Add Offline Area page, and have those settings stick when they download the map.
