Add support for side-loaded ArcGIS Pro Locators to ArcGIS Field Map

I am using predefined map areas to allow users to work offline, along with a side-loaded vector tile cache. Side loaded the vector tile cache is great as keeps the size of the map areas packages down and gives great performance. What I think is missing is the ability to do the same thing with Pro Locators. The address data we will be using is only updated every few months and is very rich and quite large. It would be great to provide users with access to our own Locators when they are offline. I know you can do this with a mobile map packages, but not with map areas.
