Invalid map for an mmpk in ArcGIS Explorer

I'm creating an mmpk using Pro 2.8.2

The mmpk contains a TPK (Web Mercator) and a locator.

I'm trying to sideload the mmpk in ArcGIS Explorer but I get Invalid Map in Android and iPad. Using the same mmpk on Explorer for windows work fine. What can be invalid?

It appears that if the mmkp has an ArcMap based locator or a feature locator created with the tool 'Create Feature Locator' ,then the mmpk is invalid. Explorer on Android or iOS can't read the mmpk.
