Tooltips part of SDK? ArcGIS Explorer

Is there tooltip functionality built into the ArcGIS Explorer SDK?  For example, a user hovers over a map feature with the mouse cursor and associated feature attributes are displayed in a pop-up or info window?

Unfortunately map tips for FeatureLayers are not exposed in the API in the current release of ArcGIS Explorer.
