How to limit the user from zooming out past a certain extent in a Web Experience project?

My goal with the web experience site is to show incidents happening in a very specific part of South Lebanon.
Upon opening the web experience project, the map's extent perfectly shows the incidents, but the user might zoom out far enough to get lost and might not be able to get to our area of focus.

So my question is, in ArcGIS online/ Web Experience, is there a way to set an maximum zoom extent/scale where when the user hits it, they can no longer zoom out further?

There is an enhancement for this or you can create your own basement and set the zoom increments on that.
