Can't select multiple features on map using Select Widget

I have a map widget with a layer from which I want users to be able to select multiple features at a time—but only from a specific layer. I'm using the Select widget to achieve this. I've enabled selection tools (lasso, rectangle, circle, and point) and specified the layer I want to be selectable. In the selection widget settings under Content, Source I selected "Interact with a Map Widget", selected my map and selected customized layers to select the layer I want to be selectable.  Under Interactive selection, I chose Select by Rectangle, Lasso, Circle, and point. 

However, when I activate the Select widget and choose a method like "rectangle,"  when I start drawing the rectangle on the map, the cursor immediately switches to a fist icon, and instead of selecting features, it just pans the map and moves the map leaving white space.

Looking for recommendations to resolve why the selection isn't working and how to prevent the map from panning during selection?

@ChristineTombleson1When you're using the live version, are you activating the tool? After selecting 'Rectangle' from the dropdown, you also need to activate the tool to start making a selection.

Thank you!!!!!!!!!!!!!!!!!!!  You solved my issue.  I knew it needed to be activated but we thought we were by selecting rectangle, etc.  Your image made it clear what the problem was!  Thank you so much, we have spent hours on this!!!!  You have made my day!!!

A few clarifying questions:

  1. What version of Experience Builder are you using? (Online, Enterprise, or Developer, if Enterprise or Developer include a version number.)
  2. Are you seeing this in Preview Mode, Live View or a deployed/published application?
  3. Do you have any Actions set up that would trigger if a feature is clicked on the Map?

Hi - I am using ArcGIS Online Experience Builder version 1.18.0. 

I am seeing this in Preview Mode, Live View and Published application.

No action triggers are set up on the Map if a feature is clicked on the Map. However, I do have popups enabled. When a feature is selected a popup will appear.

For clarification, under Action, all data actions are selected.
